Richard Rucker has a B.S. in Wildlife Management and an M.S. in Wildlife Biology from Tennessee Tech University. He conducted doctoral studies at the University of Memphis, where his dissertation was titled "The Biology of the Bobcat in Arkansas".

Richard is also Vice President of Sparks Farming, Inc., where he is responsible for resource management and real estate transfers on approximately 40,000 acres of farm and ranch land in Tennessee, Mississippi, Arkansas and Missouri. He also conducts private consulting, offering a wide variety of natural resource management services. Richard has served as a board member of the Tennessee Conservation League, the Tennessee Chapter of the Wildlife Society, and the Grays Creek Drainage Authority in Benton and Marshall Counties, Mississippi.

He is an elder in the Somerville, Tennessee First Presbyterian Church. He has also served as Chairman of the Fayette County Tennessee Solid Waste Planning Board and is past President of the Tennessee Chapter of the Realtors Land Institute.
